Chicago Off-Premises Liquor Tax Update

Starting March 1, 2026, the City of Chicago implemented a significant change to how alcoholic beverage sales for off-premises consumption are taxed.
For retailers holding Chicago Package Goods licenses, the city has replaced the previous per-gallon liquor tax with a 1.5% tax on the retail purchase price of alcoholic beverages sold for off-premises consumption.
While the rate itself may appear straightforward, the change introduces several operational and compliance updates that retailers should understand.
What Changed
Previously, Chicago’s off-premises liquor tax was collected upstream through distributors and wholesalers on a per-gallon basis. Under the new structure, the tax shifts directly to retail point-of-sale collection.
Beginning March 1, 2026:
- Retailers must collect a 1.5% tax from customers at the time of sale
- The tax applies to alcohol sold for off-premises consumption
- Monthly remittances must be submitted to the Chicago Department of Finance by the 15th of the following month
- Retailers will file annual returns aligned with the city’s fiscal year (July 1 – June 30)
Inventory Transition
The change also requires a transition for retailers holding inventory purchased under the old tax structure.
Retailers may take credit for per-gallon liquor taxes previously paid to wholesalers on inventory held as of March 1, 2026. These credits can be used to offset future monthly tax liability until fully applied. Retailers should maintain clear inventory documentation, as records may be subject to review by the Department of Finance.
